Policies

Policies for MSMEs in Tamil Nadu provide a framework for ease of doing business, access to finance, faster clearances, dispute resolution, and sustainable growth. These policies are designed to encourage entrepreneurship, promote industrial expansion, and support enterprises with efficient governance and digital tools.

Single Window Portal

The Single Window Portal, introduced under the Tamil Nadu Business Facilitation Act and Rules of 2018, provides time-bound approvals for enterprises. It brings together multiple departments under a single online platform to simplify the process of starting, expanding, or renewing a business. Enterprises engaged in manufacturing, services, and industrial infrastructure parks can apply for clearances through this system. The portal offers forty approvals at the pre-establishment stage, sixty-five at the pre-operations stage, and eighty-eight at the post-operations stage. By reducing procedural delays and integrating clearances, the portal makes it easier for entrepreneurs to set up and scale their businesses in Tamil Nadu. Visit tnswp.com to access the portal.

Micro and Small Enterprises Facilitation Council (MSEFC)

The Micro and Small Enterprises Facilitation Council (MSEFC) provides legal support for MSMEs facing delayed payments. When a micro or small enterprise supplies goods or services and does not receive timely payment, the council examines the case and directs the buyer to pay the due amount along with interest as per the MSMED Act of 2006. The coverage extends to all micro and small enterprises engaged in manufacturing or services, supplying goods or services to customers across India. With four zones established, the council ensures quick and fair resolution of disputes, improving liquidity and financial stability for small enterprises. The four zones are Chennai, Coimbatore, Trichy, and Madurai. Visit samadhaan.msme.gov.in to file a complaint.

MSME Policy 2021

The MSME Policy 2021 introduced by the Government of Tamil Nadu aims to accelerate industrial growth, support innovation, and strengthen competitiveness of MSMEs. The policy offers a range of financial incentives, subsidies, and facilitation measures to encourage new investments, modernization, and sustainability. It includes targeted support for women, SC, ST, and differently abled entrepreneurs to make entrepreneurship more inclusive. In addition to direct financial incentives, the policy emphasizes eco-friendly practices, cluster development, and export promotion, ensuring that Tamil Nadu remains a leading hub for MSMEs in India.

Sustainable Development and Digital Initiatives

Tamil Nadu promotes sustainable development and digital integration in MSMEs through multiple initiatives. The Zero Effect Zero Defect (ZED) programme encourages enterprises to adopt eco-friendly and high-quality production practices. The Government e-Marketplace (GeM) provides a platform for MSMEs to sell their products directly to government departments, improving visibility and market access. The Virtual Pavilion and Digital Marketing initiatives help small businesses showcase their products online, while state-supported exhibitions and B2B events create opportunities for networking and partnerships. These initiatives together ensure that MSMEs are equipped to compete in both domestic and global markets with sustainability and innovation at the core. The TReDS platform also enables MSMEs to discount their trade receivables through financing institutions, ensuring better cash flow and working capital access.
